(rcsid): Added a missing const.

(init_data_base): Removed unused argument dir_base.  All callers updated.
(sighandler_hup): Flag unused argument.
(sighandler_quit): Likewise.
(sighandler_usr1): Likewise.
(sighandler_usr2): Likewise.
(go_daemon): Make it a function prototype.
(initialize): New static.
