The timestamp in a database file shold be the time when the snapshot

was taken.  It should not be updated when the file is changed from
DIRTY to CLEAN state.

+	include_timestamp.
+	(pre_sync): The header should include a timestamp.

+	to be the time when the snapshot was taken.
