* logchecker_test_config (test_config_file): Add parameter skip_i.
Filter here what is returned in include_reqs, only include plain
includes unless skip_i.
(test_config): Pass options.skip_i to test_config_file, follow up
on all include_reqs it returns.
(parse_args): Add option skip_i, fail if it is supplied without
recursive.
