with BSD make.

$(CPPFLAGS) and $(LDFLAGS). This mechanism replaces $(INCLUDES).

* examples/Makefile.in (PRE_CPPFLAGS, PRE_LDFLAGS): Use these
flags to get -I.. and -L.. early on the command line.
* testsuite/Makefile.in: Likewise
* tools/Makefile.in: Likewise.
