Evaluating undefined functions

It'd be nice if evaluating an undefined function produced false, i.e. that the following program doesn't print '!':
int foo();
int main()
{
if (foo) werror ("!\n");
}
(I thought this was fixed a while back, actually. But if it was, it's become broken again now.)
