static_module_makefile does not get installed

If the pike configure check "checking if dynamic loading works" fails, then any modules you try to compile will be built statically. However the static_module_makefile isn't installed, so this fails with an error like this:
make PIKE_INCLUDES=-I/usr/local/include/pike PIKE_SRC_DIR=/usr/local/ include/pike BUILD_BASE=/usr/local/include/pike MODULE_BASE=/usr/local/ include/pike TMP_BINDIR=/usr/local/include/pike SRCDIR=. PIKE_EXTERNAL_MODULE=pike_external_module CORE_AUTODOC_PATH=/usr/local/lib/doc/src/core_autodoc.xml SYSTEM_DOC_PATH=/ usr/local/lib/doc/ SYSTEM_MODULE_PATH=/usr/local/lib/pike/modules LOCAL_MODULE_PATH=$$HOME/lib/pike/modules RUNPIKE=pike depend make: don't know how to make /usr/local/include/pike/ static_module_makefile.
Copying static_module_makefile over from the pike build directory allows the module to build and produce a module.a file.
