catch{} catches continue

The following program writes five lines. If the catch block around the if statement is removed, three lines are written instead. I think it should be that way in either case.

{
for (int i = 0; i < 5; i++) {
catch {
if (i > 2) continue;
};
werror ("i = %d\n", i);
}
}
