(IF_DLL, LIBNETTLE_FILE_SRC, LIBHOGWEED_FILE_SRC): New
substitutions.

* config.make.in (LIBNETTLE_FILE_SRC): Substitute new autoconf
variable.

target for installing the dll file in $bindir.
