(transport_close): Reorganized close handling. Book-keeping for buffers
to drain should be more sane now.
(oop_read_ssh): Pass on messages in the 0-19 range to the
application, including SERVICE_REQUEST and SERVICE_ACCEPT.
(transport_write_pending): New close logic.
