Move Crypto.SCRAM to __builtin.Nettle.Hash()->SCRAM analogous to
other similar APIs.

Crypto.SCRAM(Crypto.SHA256) is now Crypto.SHA256.SCRAM().

Also updates the testsuite and Sql.pgsql_util accordingly.
