Multiple fixes:

• Standards.X509: Use old syntax for compatibility.

Modules in Pike 8.0 need to be syntax-compatible with all released
versions of Pike 8.0 (or at least Pike 8.0.232 and later).

Fixes #10024.

• Standards.URI: Updated list of unsafe characters to RFC 3986.

Fixes some of [PIKE-4].
